Apparently this is a perrennial desire.
Do a Google Groups search for VGA in CSA2 and you'll find a
fair amount of discussion over the last couple of years.
BTW, a converter that did a good job, preserving the look of
a good RGB display, would be welcomed by many--if the price
were reasonable.
With the resale market for NTSC-scan RGB monitors as good
as it currently is, there is no real _need_ for such a converter,
except to save space/power. Most people seem to think that
$100 is the dividing line between "worth having" and "costs too
much" for such a thing.
Unfortunately, doing such a conversion with high quality and
low cost requires a 1-chip solution, and those that are available
cater more to the video game market, which is somewhat less
demanding than the 80-column text, RGB monitor crowd.
Put another way, a 1-pixel jitter on the edge of your moving
race car on the screen across the room is less annoying than
a 1-pixel jitter on half of the letters on your screen seen from
12 inches away.
In order to avoid this problem, either the computers video bit
clock must be oversampled by the converter by at least 3:1
or the converter's bit clock must be phase-locked to the
computer's bit clock. So far, only pro and semipro video
gear meets these requirements, and the prices are quite high.
