Short answer: "yes".

Longer answer: "usually".  I used DOS 3.2.1 with a Corvus 5 MB hard
drive and a Sorrento Valley Associates 8-inch floppy controller back
when those were new, and neither used 13 sectors per track.

I've never seen DOS 3.1, 3.2 or 3.2.1 used with 5.25-inch floppy disks
with other than 13 sectors per track.  That was the natively supported
format, and the only format that was supported on the Disk ][ at the
time.
