If you don't have a //gs and Salvation, you can use the ProSel 8
utility "Beachcomber" to defrag a ProDOS partition of 10MB, or
"Beachcomber.20" for partitions up to 20MB.

If you have multiple larger partitions, typically 32MB, then the
easiest way to defrag is to copy all the files from one partition
to an empty one.  By doing this periodically, back and forth, you
not only defrag, but keep a backup.  ;-)
