    Correct.  Non-commerical servers are really dynamic IP address.  You
will need commerical server using STATIC IP address that it will be LEGAL
for everyone to download the files from your FTP server through Cable Modem.
    My server is Xeon 550MHz with 2GB of RAM and over 300GB of hard drive.
I use MS Windows Server 2003 and Linux Operating System that they handle FTP
very well.  If everyone wish to keep my FTP server running 24 hours 7 days,
they should contribute $1-$2 in order to help FTP server running while it
benefits to keep commerical server in service as long as they can.
