The situation you describe has been going on for months now. For a
few weeks quite a while back, Scott Alfter attempted to "show the flag"
by posting some Apple II software there, but it didn't make much of a
dent on the hijacking.
I think that the fundamental problem for cba2 is that the prevalence of
the web has tremendously reduced the demand for Usenet-posted
binaries.
Most binary material for the Apple II is now placed on websites for
users to browse and download at will. With the exception of Scott's
effort, there has been little or no Apple II-related cba2 activity for the
last few years.
