Tool to read/write Apple CP/M disks?

I thought I knew of such a program, but I can't find it... Most programs 
that deal with Apple ][ disk images don't support CP/M... and I want to 
inject files into a CP/M disk image, so I can play around with some stuff 
and APDOS.COM is broken.  (Although perhaps I could still use APDOS to get 
the files in, as they only total about 90K.)

More specifically, I want to try to play with getting Simeon Cran's ZPM3 
up on the Apple //e (if CP/M 3.1 can run, why not ZPM3?), just for kicks.
