Well, if you haven't done so as yet, the first thing
you need to do before running any vintage equipment
is to remove, one at a time, every socketed IC, check
to see that the pins are straight and clean, then reseat.
I found on my II+, one 74LS138 to the left of slot 0, had
a pin that was not in the socket, causing me to have no
DEVSEL signal to slot 5. Once this pin was inserted into
the socket, slot 5 worked as it should. Also a bad memory
chip will cause the entire 16K bank to malfunction, depending
on where in the chain the bad one is. Try that and if it
doesn't help we'll look into it further, but I suspect that
will solve the problem.
