The IIc+ and the IIgs actually run at 4 MHz and 2.8 MHz
respectively, but both can be set to run at 1 MHz, however
when the computer accesses a Disk II or Apple 5.25" drive
the CPU is slowed to 1 MHz regardless of the speed at the
time. When in 1 MHz speed, the IIgs will increase to 2.8
MHz for Apple 3.5" drive accesses. The Apple 3.5" drive
is a dumb drive and needs the extra speed to handle the
read/write of the data to/from it, where the UniDisk 3.5"
drives are made to work with packets of data and they tell
the CPU when they are ready to send or receive more data.

Correct, only the original IIc needed the update. From
Rom#00 on, they came with the UniDisk 3.5" drive capable
firmware built in. I had bought several IIc #FF rom computers
and performed the upgrade on them so now they are all #00.
To determine which you have, type at the BASIC prompt,
PRINT PEEK(64447), and if you get 255 you have the original
rom, 00 is the UniDisk rom, 03 and 04 have the memory
expansion ability and 05 is the IIc+.
