Just about any utility that'll format ProDOS 3.5" disks should
automatically format the High density disks at 1.4mb. I'm assuming
you have 1.4mb disks and not just 800k ones.
I"ve used Copy II Plus and ProSel 8 quite a bit for formatting disks.
