CiderPress is great for that, and it's very reasonably priced.
You can also convert file archives to disk archives and vise-
versa. You can extract a file from one image and save the
Apple II attributes then readd the file to another image. I love
that feature. I've had the pleasure of mixing and matching
utilities from several disks onto one before taking it to the
Apple to make into a real disk. It's great. Here's the link.
