A few months back, it was noted in this group that not all non-ADB
mice that work with Macs work with Apple II's. IIRC, it could be
predicted based on country of origin, but just testing them will
confirm that they are not Apple II-compatible, of course.
In short, they are probably not broken, just incompatible.
(If they _were_ broken, wouldn't you expect half of them to
not move vertically? ;-)
