That's because of the great computer/video market crash of 1983, when
alot of companies went under!
That TI apparently didn't have a clue about how to sell computers didn't
help much, either.
Part of the problem Scott, was that TI sold VERY expensive mini
computers that used the same CPU as the 99/4a, and that division didn't
want to see people buying the 99/4a for a few hundred bucks and then
using it to run the software that ran on their $25,000 systems.

Also, while the computer was fairly cheap (my first
machine was a TI-99/4A purchased in early 1983 for (IIRC) about $150),
add-ons remained expen$ive. The cost of upgrading it to make it useful for
more than just games and tinkering around in BASIC led to it getting
replaced by an Apple IIe in mid-1985.
(I now have a 99/4A with all of the stuff that I didn't have back in the
day--48K, Extended BASIC, floppy drive, speech synth, etc. I think I have
no more than $100 in it. eBay 0wnz j00. :-) )
