It's not that they won't allow booting of OS 9...

Apple is definitely not going to invest the time and money to rewrite OS 
9 to support the new hardware in the G5's.  While the PPC970 can 
basically function as the equivalent of a G4, OS 9 still isn't going to 
understand the new controller chip, the new memory layout, PCI-X, 
ATA-Serial and all that.

Just like they didn't update OS 8 after a certain point...and OS 7, and 
6 and earlier...
