A bunch of HTML pages surely is HTML. What else would it be?
You don't need to use HTML to make such a Pong game, though. You could
just as well use millions of VHS tapes and record every possible ball and
paddle placement, and then play the correct frames on your TV. Finding the
right frame on a VHS cassette is a bit harder than finding the right file
on a web server, however :-)
