Your definition of a program is inaccurate. Whoever wrote that definition 
gave a raw and very bland definition. HTML is a document layout/formatting 
script. HTML is more a script language then a real programming language. 
HTML is for formatting the layout of a web-document. More powerful script 
languages are used to do mathematics.

For example, show me an HTML that does not use any forms of script 
languages including PHP that does mathematics. The rule is use pure HTML 
tags. At the same time, show me an HTML page that gives the user the 
ability to control a rectangular paddle and move it around to bounce a 
ball. Hey, make a "PONG" game in HTML (no script languages allowed) - only 
pure HTML. NO PHP.
