$20-$30 is a lot less than what it will take to get good conversion
to VGA.  If monitor supply is your issue, then it is probably much
simpler to modify an older VGA display to run at a horizontal rate
of 15kHz.  Has anyone listening done it?  Google, anyone?

Then you're in luck--just get the analog RGB into a large TV set.  ;-)

SCART connector sets seem to work fine, and, with a little analog
matrixing and buffering, component inputs should also.  This is
_lots_ easier to do well than conversion of pseudo-NTSC RGB to
VGA scan standards.
