KB problems are fairly common for most II models. (The IIgs KB seems to be
the exception).
On earlier model Apple II's the KB switches are not especially rugged and
need to be replaced from time to time. The encoder boards seem to be a bit
failure-prone, too.
The long-term fix is to replace the KB + encoder with more rugged stuff.
