Since that switch only selects whether the control key is required
for the reset key to work, it should be perfectly safe to switch with
power on--about like pressing the reset key.
An ESD issue could arise if you touched the switch just after rising
from a vinyl chair, and were suitably charged. ;-( (This is why the
recommendation is to touch the power supply case before touching
anything else.)
