Possibility 2, there may be licensed code within they are unable to
release.
Possibility 3, they may not want to deal with the support issues such a
release would inevitably give rise to. Even if all you do is tell
callers "that's not our build, we don't support it" you've paid for
their call to the toll-free number, consumed one of your first-line
support resources for a few seconds and contributed marginally to
customer ill-will.
Just alternative possible explanations, mind you. I'd also like to see
it happen.
