Which "law, statute, ordinance or regulation" forbids automated sniping?

      expropriate any system, data or personal information;

I guess you are saying that automated sniping is a "programming
routine that [...] detrimentally interferes with [...] system, data,
or personal information"? Seems a pretty big stretch to me.
