Can't find where it says not to use "external programs". Your browser
is an "external program"; by your strict interpretation you can't use
that either. Section 6.2.g refers to software "that may damage,
detrimentally interfere with, surreptitiously intercept or expropriate
any system, data or personal information". Sniping software just
places a bid, and is indistinguishable from a manual bid, so it does
no damage. Again, Ebay USA does not prohibit the use of sniping
software. Ebay Germany did, but a recent court judgement went against
Ebay on that.
