You could try Arachnid

It's free, but it's not finished by any means. Hope to get back to it
working on it sometime.

M$ likes to regularly change their file formats on Word making older
versions obsolete. Makes it very difficult to code a viewer or
translator. There's a few technical problems with pdf too. There are
websites that can turn pdf into html, so you could go that way, then
read via Arachnid or SIS. Any graphics are going to be a problem at
this time though.
