Normally a single bright horizontal line, typically across the middle of
the tube, would indicate that vertical deflection has failed. But in
this case, the dimmer diagonal lines indicate that this is not the
problem.
Anyone that repairs monitors should be able to fix it, there's nothing
too special about the Lisa monitor. The scan rate isn't normal RS-170
or NTSC, but then neither are VGA monitors and lots of people can
repair those.
