Actually, I think it comes with it by default now -- no CD was required.
When I re-installed 10.2 on my dual G4, the developer tools were put on
the hard disk as as an optional .pkg. Double-click, install, et voila.

It includes a full developer suite including gcc, make, UI development,
resource/app package management and AppleScripting.

Total cost: free with Jaguar.
