Until Tom posted his definition, I had never seen the word "honest"
used in association with that acronym. I've seen:
IMO (In My Opinion)
Used when you want people to know that this is just your opinion.
IMHO (In My Humble Opinion)
Usually used when you are offering your opinion on a subject that you
aren't necessarily an expert on or where your opinion might cause some
friction that you aren't really trying to cause.
IMNSHO (In My Not So Humble Opinion)
Usually used when you are offering your educated opinion on a subject
that you know a fair bit about.
The phrase "In My Honest Opinion" doesn't really make much sense to
me. That is kind of like telling people that when you simply said "In
My Opinion" you might have been lying because you didn't stipulate
that it was your honest opinion. :-)
An opinion is a belief. If I tell you something that I don't actually
believe then it can't be an opinion. Therefore, it seems to me that
saying "honest opinion" is a little redundant. "Humble opinion" means
that I'm telling you what I believe but I recognize the fact that I
could be totally wrong.
At least, that's the way it is, IMHO. :-)
