I didn't think so, but have a look at this:

It looks like it'd take a two-thirds supermajority, with the added condition
that you need 100 more "yes" votes than "no" votes. Before posting an RFD,
the question of who ought to moderate comp.binaries.apple2 would need to be
resolved.
