 That indicates that the drive is empty or the disk is not bootable.
Control-Reset will get you to the Applesoft prompt from there...

That's what Peter's trying to do with a PR#7. With the original IIc ROM there's code in the slot 7 space to boot from an external 5.25" drive. ProDOS disks work fine but DOS doesn't like booting from drive 2. It gets at least as far as loading the boot sector, but at some point the loader is hard coded to run from drive 1 only. Drive 2 stops and it tries to continue loading from drive 1.
