Yes.  Press Control-Option-Reset.  This gives you a menu which lets you
enter the control panel, reset defaults or continue booting.

If you enter the control panel via this method, the machine will reboot
after you leave the control panel, so you should use
Control-Apple-Escape for normal on-the-fly changes to control panel
settings.
