I played the original Prisoner. I don't know how much this applies to
Prisoner 2.
I kracked the simple copy protection that it used and discovered that events
were enabled at specific command counts. This meant that you might try
something 30 times and it wouldn't work, and then you'd come back later and
try the exact same thing and it would work because the command counter had
incremented up far enough to enable it.
The intent was to drive the player crazy, and IMHO it worked very well!
The end of this game was to type the word computer in the commander's room
(the General?) after the command counter had incremented up to a very large
number.
