Certainly, removing each chip and cleaning its pins carefully with Tarn-X,
then cleaning the Tarn-X off carefully, and reseating the chip will likely
solve any contact problems--and improve the appearance of the board.

But since the socket contacts are not easily cleaned at the points
where they actually make contact, the effective cleaning is really the
friction of removing and re-inserting the chips--which is both a lot more
work and a lot more risk than simply rocking/re-seating the chips.

I'd recommend doing as little as possible to restore function, then
working to improve the appearance at your leisure.
