Analog Output on J25

The Analog Output (pin 3) should have a strong -5V to +5V signal coming
from it, but the most I've come up with is about -0.5V to +0.5V. The
Sound CDA Volume setting does not affect this. Is this normal (is the
spec. wrong)? Or could there be something wrong with the hardware?
