Not just ROM 3 - it documents all the new features of System 5.0, as
well as several changes to the toolbox which occurred in System 3.x and
4.0.

There were two later supplements published through Byte Works which
covered toolbox and GS/OS changes in System 6 (also covering minor
changes in 5.0.4) and 6.0.1.

ROM 3 has most of System 5.0 in ROM, including many of the high level
toolsets like the Window Manager.  You get most of the same
functionality on a ROM 1 IIgs by booting System 5 (or later).

By comparison, ROM 1 has the first 13 toolsets from System 2.0 in ROM,
and they require an increasing number of patches as you run later system
versions.

Similarly, ROM 0 has the first 13 toolsets from System 1.0 in ROM.
