The Apple II definitely switches heads before stepping to the next track
- you can hear it in the way the disk is formatted, by counting the
track steps.

3.5" disks use physical sector interleaving rather the logical
interleaving (renumbering) which was typically used on 5.25" disks.  In
any case, there is no point emulating an interleaved disk unless you are
using a low level (nibble) image format.
