    If it indeed has a switch for "NTSC mode", that implies 15.75 kHz/horz.
That doesn't seem to be the case though, looking at the data sheet for 
the Sony GDM-W900 (its range is 30 to 96 kHz). Is this your monitor..?

    The adapter isn't rare, it's a dual VGA/NTSC *monitor* that's rare.
These Mac-to-VGA adapters usually come in the box with current
day monitors, and most companies will ship you one free if yours
didn't include one (Viewsonic does, or at least used to, provided
you purchased one of their monitors).

    It's basically a pin adapter with DIP switches, though I'm fairly
sure the IIgs ignore the DIP settings. You need a monitor that
supports NTSC rates. The Sony CPD-1302 is one such monitor.
