Interesting.  I thought that all monitor power supplies had
fuses that would blow long before any external breaker.
This is a fire prevention requirement.

It's possible that there is a line filter before the fuse, and that
one of the ceramic capacitors in the line filter is shorting and
popping the breaker.  But it must be one heck of a short very
near the line cord (or even _in_ the line cord--perhaps near
the strain relief?) to be able to pass enough current to produce
the symptom--repeatedly.

Yes, I'd bet that it is an intermittent short in the line cord.
