Though I've had a number of EPROMs suffer from bit-rot, I'd 
agree with Michael in that if the EPROM is bad, you should 
normally get consistant readings. 
One thing I probably should have sugested was lifting up and 
reseatint the chips, on the chance there's bad contact between 
the chip and socket due to oxidation. It's not a common problem 
on cards but it does crop up occasionally and it costs nothing 
to do.
