My error.  I was thinking of SHL (Super Hires Loader) by Thomas Dorris in 1989.
No, I don't think that we need to be able to view SHR pics on an 8-bit Web
Browser.  The ability to view GIFs when desired, even clicking on individual
ones, would be preferred to SHR graphics.
