This would be rather tricky. Easier than composite video to VGA though.

RGB output from //gs is 14MHz dots on 15750Hz horizontal and 60Hz vertical.
VGA is 28MHz dots on 31kHz horizontal and 60Hz vertical refresh (or something
close). What the card would need to do is have a line buffer (probably two)
that clocks in a line of //gs video and then spits it out twice at double
the speed.
