A rather easy way would be to get a OLD copy of Copy II Plus.
It worked with both DOS 3.2 and DOS 3.3.

1) Boot OLD copy of Copy II Plus.
2) Format a disk with DOS 3.2
3) Copy files from DOS 3.3 disk to  DOS 3.2 disk.

I have the program buried in storage (somewhere).
As usual if interested send me e-mail but be very patient.
I am NOT going to look for it until someone indicates they want it and
looking could take a very long time.
