That sounds like a problem I had with a program a long time ago that
was trying to reserve a specific area of memory to put program code or
data into but GS/OS takes up more memory than ProDOS 16 did so that
memory wasn't available so the program couldn't start up.
I think I had to patch that program to tell it to use a different
memory area or to tell it to use whatever memory was free. I can't
even remember what program it was, let alone what I did.
Anyways, that is about all I can tell you about the problem. The only
suggestions I can give you is to try shift booting then launching the
program or find out what version of system software that program was
released with and boot that version from a disk image and then run the
program. The program may already have the proper system software on
the disk image so you may want to try booting it.
