I work as a PC tech and have to make video display adjustments all the
time.  If I understand what your saying, if you tilt the whole screen it
is level and ok?  If this is the case, unplug the monitor, let it sit
for HOURS to discharge the tube.  Remove the case cover.  On the back of
the tube is a part the sticks straight out called the yoke.  There
should be a clamp or screws the hold the back assy from twisting.
Carefully without touching the back of the tube (USE CAUTION!), loosen
the screw and twist the yoke assy opposite of the tilt (small
increments).

Power up the monitor and check the tilt angle of the display.  Power
off, let sit and adjust as needed.

Found this site that shows pics of monitor tilt problem.  The yoke
sticks out the back of the monitor.  The clamp is near the coil wires
closer to the tube than to the very rear of the yoke.
