A 6821 chip is a twin parallel input/output port. It is difficult to see
from
your pic, but presumably there is another connector on the card with
which to connect to outside devices?
6821's were often used in eprom programmers/ printer cards on the
apple 2 series machines, but would have no use in a video card.
