Modifying Batrammer?

Hi,

A few days ago, I was pointed to Batrammer. I've made a few modifications to 
it, to allow it to work under DOS 3.3, and also to allow the user to specify 
a filename for saving or restoring. I may make a few other mods to make it 
nicer for Echo speech synthesizer users.

My question is, who owns the copyright to Batrammer? Is it legal to 
distribute a modified version, provided I put in an appropriate REM 
statement?
