Dos 3.3 does not support labels.  Prodos does however.  You should download a disk utility from asimov: ftp.apple.asimov.net/pub/apple_II/  I recommend Copy II Plus.  You can also find other utilities there like basic compilers and hundreds of games.

Also please look at some of the PDFs I sent a link to in a previous post -- there's a greater context that these books frame for you that can help more than asking for information in a piecemeal fashion.  Indeed the folks here are knowledgeable, but a few good reference books can give you access to a greater wealth of information.
