I've looked at it and even enhanced the picture, but I still can't make
out the markings on the Rockwell chip in position U14.

Since it appears to be associated with the modem option, so it's
most likely a 6551...

Yes, it seems to be playing hard-to-get.  ;-)

I'm not as interested in the SpeechWorks add-on to AppleWorks
(which is available for purchase) as in the basic driver/configuration
software for the card.

Mine has the speech option installed, and all the software was
originally bundled with the card, but it has become separated,
rendering both the card and the software useless.
