A Smartport to SCSI adapter card in the external drive case along with
the std SCSI drive.

Given that the HD20 protocol seems to be undocumented I would guess not.
An adapter card would need a microprocessor, RAM, ROM and an IWM chip
at least (plus glue logic to hold it all together).
More useful would be a standalone SmartPort to SCSI or IDE adapter.
