Definitely true, however the S-C Assembler had a version which cross
assembled Z80 menmonics and enabled you to run your Z80 code directly
from Apple DOS (if you had a SoftCard present in your Apple II). So
you could experiment with the Z80 without booting up CP/M.

Apple II Oasis will run Apple II specific CP/M software, such as
GBASIC and A.L.D.S. as well as the Apple II CP/M versions of
Microsoft Basic Compiler, Fortran and Cobol. Other CP/M emulators
(such as MYZ80) won't do that but will run only generic CP/M
software. Most CP/M software were written as generic CP/M programs
though.
