Perhaps I have misunderstood you, but are you expecting someone that has
written code under ACOS to enforce proper licensing on your behalf? Having
never read the licensing agreement for GBBS/ACOS, I am unsure if
distribution of ACOS code written independently would require the author of
the said code to distribute only to those that have purchase ACOS. How
useful the said code is without ACOS is beside the point; it is probable
that the code may acquired for the sole purpose of examination.
