If you have proof that a vendor (any vendor) is doing this, take it to eBay. 
I'm fairly sure this type of activity violates their rules.  It wouldn't be
too different from shill bidding, and I know that's verboten.

If you don't have this proof, STFU.

My own search of Google indicates that Josh Smith was one of the worst
scammers to hit csa2.  Several people are waiting for him to make good on
multiple transactions.
