Yes.

Your IIGS should be NTSC, in fact I don't believe Apple ever made a PAL IIGS. It doesn't matter though for RGB video.

The IIGS can run its video output at either 50 or 60Hz.  To switch, hold down the option key while turning on the computer, or hold down option+control and press reset. You'll get a menu to choose between 50 and 60Hz, for a PAL monitor you would normally need to use 50Hz. And yes, the line frequency is about 15625Hz.

Unfortunately, no. It's mono only, I think it is a stereo connector but with both channels wired together. While the IIGS sound chip can produce up to 16 channels, it needs to be decoded. Apple didn't include any circuitry to do it, just an expansion connector. The connector allows up to 8 channels, but most IIGS sound cards just decode all the odd channels to one side and all the even channels to the other side.

The sound output on the back is designed to drive headphones. Its impedance is about 43 ohms. It can be used to drive a line level input since you can easily adjust the output volume in the control panel.
